Retrieves the terms and conditions matching the given merchant id.

Retrieves the terms and conditions matching the given merchant ID. If no merchant ID is provided, it returns the default terms and conditions.

Use this endpoint to obtain the HTML content for the electronic signature.

Populate electronic_signature.html_content in the Update Merchant Registration Data route with the retrieved content.

Ensure that the terms and conditions presented to the merchant are current and accurate.
